The Rapid Response Program, funded by the Department of Labor under the Workforce Investment Act (WIA), is a pro-active, business-focused program that uses customized and flexible strategies designed for two major purposes:
1. To make a connection with employers who are growing and may need to access an available pool of skilled workers from other companies that are downsizing. Many of these workers have been trained in skills your company may need to be competitive. If your company needs to know about layoff aversion strategies, the Dislocated Worker Unit is prepared to work with you to convene local, state and federal partner agencies that ensure the situation is examined and solutions investigated.
2. To respond to layoffs and plant closings by quickly coordinating services and providing immediate aid to companies and their impacted workers. Rapid Response Teams work with companies and their representatives to quickly maximize public and private resources to minimize the disruptions on the company, affected workers and communities that are associated with job loss.

Rapid Response Teams can also provide information to companies with regard to federal requirements or laws for notification, including the Worker Adjustment and Retraining Notification (WARN) Act.
Rapid Response provides customized services on site, accommodating all work schedules. Each team is lead by a Rapid Response Coordinator who serves as a transition services consultant and also includes staff from the Virginia Employment Commission and one of Virginia’s One Stop Workforce Centers.
